On the 22nd December the Sanitary Board transmitted to Government the Draft of a proposed Public Health Ordinance, which they had had under preparation for a long time, together with a covering letter and a protest from some of the members of the Board, Dr Ho Kai, copies of which are annexed for your information.
3. It will be seen from these two letters that the Draft Bill proposes to deal with some matters that are very serious, and likely to encounter strong opposition from owners of existing buildings. The Government has disposed of Crown Land in the City of Victoria for building purposes
